Those present were Mrs Allen, Mrs Bowman, Mrs Hickey, Mrs Rains, Mrs Boake and Mrs Lyon. As there were only six present, they elected to remain in the interim as a Social Committee to arrange catering, etc., for the two dances that had been arranged for September 29th and October 30th of that year. Both those dances proved a great success. Mrs McAdie joined the committee in October. The Ladies’ Committee was officially formed at a combined meeting of the General and Ladies’ committees held on April 6th, 1938. Mrs Boake agreed to be President, Mrs Lyon as Secretary and Mrs Rains as Assistant Secretary. Other members included Mrs Browne, Mrs Forde, Mrs Jarrold, Mrs Bradbury and Mrs Taylor. By 1941 their numbers had grown to include Matron Wilson, and Mesdames Andrew, Brinkkotter, Cloney, Walker, Parsons, Crick, Ballenger, Travena, Hurst, Shields and Le Brocq . A number of these ladies eventually became part of the Women’s Auxiliary of the Eltham War Memorial Trust. Councillor A. Brinkkotter, secretary of the Hall Committee, noted that Eltham had succeeded, after many long years of fighting, in erecting a new hall and civic centre which had been badly needed. “It took a long time to convince the Council of the necessity for a new hall and civic centre in Eltham.” “The councillors, in looking after the interests of all sections of the rate payers, could not see that such a move was necessary. But finally the Hall Committee proved that such a move was not only advisable, but would prove a financial asset to the Shire.” “This committee had to put down £1,500 in cash before the work on the hall began, and to enable the committee to do this, residents loaned them money free of interest for 12 months. In addition the committee has guaranteed to pay the Council £100 a year for the next ten years.” “The borrowed money has to be repaid to the lenders, and I hope that the public will realise this and support the functions which have been and will be arranged by the Hall Committee to enable them to return the money as soon, as possible.” At the opening gala for the Public Hall, Mr. G. L. Chandler, M.L.C. said “It speaks volumes for those people who have worked for many years for the hall. I know of no other place where the residents have handed over £1,500 for the erection of a hall and guaranteed the balance of the cost. Information written by Donald Clark, (source Tarnagulla: A history of Tarnagulla and Districts website): The hotel was built on Commercial Road in 1859 and was opened on 26/12/1859. Festivities lasted for three days on opening. The building was of two storeys, built of brick and plastered throughout. It contained one bar, three parlors, billiard room, dining room, and four bedrooms with twelve others detached from the main building. Other out buildings consisted of kitchen etc. and stables to accommodate 30 horses. There was an underground tank capable of holding 3000 gallons of water. The licence was granted to Patrick McDermott at the Dunolly Court on 17/2/1860 and renewed on General Licensing Day on 12th June, 1860, and was transferred to William Hawkins in 1861. The premises became the headquarters of the Bet Bet Roads Board, following which it became the Council Chambers for the Borough of Tarnagulla, until 1915. The building was beyond repair and was removed by pulling the place down and storing the material for use of the Public Hall Committee. This took place on March 27th and 28th, 1981. This image must be after 1866, when the building was purchased for use as Council Chambers and the original heavy cornice was removed as that is not present in this image. ... of the Ladies' Public Hall Committee, responsible for the conduct... of the Ladies' Public Hall Committee, responsible for the conduct ...Charles Gordon Watts-Phillips was born in 1849 at Forest Hill, Surrey, England, the son of Dramatic Author, Watts Phillips, and Lily Mariner. He departed England for Australia around 1874. His sister Roland was a favourite Australian actress of the early 1900s. Gordon as he was known, whilst residing in Goolwa, South Australia and working as a clerk met and married a widow, Jane Luxon (nee Miller) on the 7th August, 1876 at the Wesleyan Church in Strathalbyn, South Australia. Jane, Gordon’s elder by some 11 years was born in Ireland in 1838, the daughter of Robert Joseph Miller, a carpenter and Jane Miller. She had previously married Captain William Luxon in 1861 at Encounter Bay, South Australia at age 22 and they had four children: William (1864), George Robert (1865), Miriam Louisa (1867) and Harriet Jane (1869), all born at Encounter Bay. Gordon and Jane had two further children together: Caroline Roland Watts-Phillips (1877 Islington S.A.) and Charles Gordon Watts-Phillips (1879 Yatala, S.A.). At some stage, Jane then deserted her husband. Gordon obtained a master's certificate and was a part owner of a small trader. He had also been captain of one of the passenger boats on the Darling River. He was reputedly a popular coastal skipper. By 1891 Gordon was the Captain of the S.S Omeo operating around Sale, Victoria. In August of that year some of the heaviest flooding of the Thomson River ever experienced in twenty years occurred over the 3rd and 4th of August. Gordon, and others, rescued the lives of many families over that period for which he was awarded a Bronze Medal by the Royal Humane Society. By 1892 the S.S. Omeo had passed to another Captain and Gordon subsequently retired from the sea and moved to Melbourne. Whilst residing in Coburg, Victoria, Gordon met Mary Hilda Harvey Huxley who was living in Brunswick. Mary was born in Horsham, the daughter of George Harry Huxley, a miner, and Emma Deane. Having not heard from Jane for some years and believing her dead, Gordon and Mary marry at Carlton on Christmas Eve, 1900. Interestingly, an announcement of the marriage was not placed in The Age newspaper until September 1903, nearly three years after the event by which time Gordon and Mary had a son, Victor Gordon Watts-Phillips, born 8 February 1903 in Carlton. Within months of the placement of this marriage announcement, his former wife, Jane, makes a reappearance but apparently does not interfere and Mary and Gordon continue to live together as husband and wife. Around the same time in late 1903, Gordon’s brother, Basil Watts Phillip wrote from London to the Victoria Police seeking assistance to locate his brother. He had last heard from him in a letter dated Cunninghame, Gippsland, 1891. He indicated that about 1893 Gordon and Jane and their two children were living at Beaconsfield Parade, Albert Park but the whereabouts of all was now unknown. He mentioned Gordon had also been awarded 21 guineas by Judge Boucaut on the 26th February 1884, also a silver medal, for arresting two ruffians who had brutally assaulted a jockey (in South Australia) and that he had been awarded the Royal Humane Society's medal, London, and in 1891, was presented with the Royal Humane Society's certificate of merit (Victoria). Basil also stated his brother had lost the sight of one eye through a stab he received in New York and had a scar on his temple, one on the wrist, two under the shoulder blade, and one on the thigh, and two bullet wounds in the leg. Basil’s quest was published in the Melbourne Herald and assistance was soon forthcoming to the Police. In June 1906 Gordon made his Will, leaving all his estate to his youngest son Victor. Mary was appointed Executrix and it was witnessed by Olive Huxley, married woman, and James Huxley, a pottery maker. James was subsequently killed in France in May 1918. Gordon and Mary have a second son, Basil Douglas born in Carlton in 1911 but he dies as toddler in 1913. At some point Gordon and Mary made their home at Eltham though official electoral roll records record them at Little Flinders Street Melbourne, employed as a caretaker and from 1906 in Brunswick as a decorator then painter. Eltham may have been a ‘holiday’ home but it seems Mary was actively engaged in the community as a newspaper report in the Advertiser in 1922 not long after Gordon’s death indicates Mary was one of the best known and best liked ladies of the Eltham district. She was actively engaged in all matters, tending towards the welfare of the district. At the time of Gordon’s death Mary was president of the Ladies' Public Hall Committee, responsible for the conduct of numerous, and successful entertainments. Gordon’s first and only legal wife, Jane Luxon Watts-Phillips nee Miller, died 6 November 1921 and was buried 8 November 1921 at Springvale Cemetery. Jane had lived 34 years in South Australia and 30 years in Victoria. With Jane now dead, Gordon was now officially a widower and just three weeks later, the retired master mariner of Eltham at age 55 remarried Mary, 42, of 174 Hickford Street, East Brunswick on the 29th November 1921 in the Parish of St Cuthbert, East Brunswick. Gordon died at their home, ‘The Rest’, at 174 Hickford Street, East Brunswick on February 9, 1922 and was buried at Eltham Cemetery on February 11. An interesting link is established with the heavy floods of August 1891 by the erection of a tombstone in the Eltham cemetery. The stone bears the inscription: - “In loving memory of (Captain) Gordon, dearly beloved husband of Mary Watts Phillips. Died 9th February 1922, aged 62 years." Beside the stone is a replica, carved in a marble scroll, of the Royal Humane Society of Australia's Certificate of merit. Part of the wording of this certificate is as follows:- “At a general court of directors holder at the offices of the society at Melbourne on the 6th day of September 1891, it was resolved that the courage and humanity displayed by Gordon Watts Phillips aged 30-years captain of S.S. Omeo, Sale, in rescuing many families from drowning during the heavy floods on Thomson River on 3rd and 4th of August 1891 call for the admiration of the court, and justly entitles him to the certificate of merit of this society, which is hereby awarded." Unbeknownst to Gordon, his second and subsequent legal marriage to Mary initiated a revocation of his Will of 1906, which had solely benefited his son Victor. Consequently, Mary had to apply for Letters of Administration and the only legal beneficiaries would be Mary and his two children by Jane. On June 18, 1940, at age 61, Mary married 70-year-old Arthur Ernest Fenn in Melbourne. Unfortunately for her, Arthur died a year later in July 1941 and was buried in the Cohuna Cemetery near Echuca. Mary lived a further 8 years, passing away suddenly July 4, 1948 in Carlton, and was buried July 7 with her beloved husband Gordon, at Eltham Cemetery. In April 1869 when the foundation stone of the Mortlake Mechanics' Institute was laid by Thomas Shaw of Wooriwyrite, this parchment scroll was sealed with other documents in the foundation stone. In 1891 when further alterations were made the hall these documents were retrieved from the stone. This building was erected to house the local library whichup until that time had been housed in the Morllake Common School.Discoloured foolscap parchment with copperplate lettering, some water damage which has caused the obliteration of the names of the Members of the Building Committee, Hon.Secretary and Architect. In July 1922 Rev. W. McBride of the St Andrews Presbyterian Church, Mortlake had a meeting with the Garden sub-committee to discuss how the 500 pounds sterling bequest from the Late Thomas Montgomery could best be spent. His suggestion was that the money should be spent on either a kiosk, pavillion or recreation hall and pavillion combines with kitchen and fireplace was agreed to with exact site to decided at a public meeting. Cr Montgomery, a local businessman and a councillor, had loved the gardens and had assisted to transform the area from a swamp into a thing of beauty. The design was chosed by his widow who had seen a smilar design in King's Park whilst in Perth so the plans were obtained from that City. The work was carried out by Archibald Cluny McDonald and completed in September 1924. In the middle of the 1950s a project was launched to appoint a chaplain to Ballarat's three technical school - Ballarat Junior Technical School, Ballarat Girls' Technical School and Ballarat North Technical School. A Committee was formed at a public meeting on 13 March 1957 - Ballarat Technical Schools Chaplaincy Committee. They needed to raise 1250 Pounds from contributions raised by the schools This was the required amount to pay the annual salary for a chaplain. Response was excellent and in December 1957 a cheque for 1266 Pounds, 4 Shillings and 5 Pence was sent to The Council for Christian Education in Schools. On 28 May 1958, Rev Norman Lee was commissioned as the Chaplain of the Ballarat Technical Schools at a service in the Civic Hall, conducted by the Very Rev, Sir Francis Rolland, with the Director, Major-General A H Ramsay, representing the Education Department. Working over three schools and the need for the Committee to raise 1200 Pounds each year, put a lot of pressure on resources. Portrait, George Higinbotham
The portrait was commissioned after Higinbotham's death in 1893. A committee was appointed to investigate the making of a portrait and they appointed Mr L Bernard Hall, instructor and later director of the National Gallery of Victoria. George Higinbotham (1826-1892) had a distinguished career as a newspaper editor and politican before becoming a Judge of the Supreme Court in 1880 and the third Chief Justice in 1886. Higinbotham was a long serving attorney-general in the 1860s colonial administration. Higinbotham was active in the education, land and constitutional debates of his time. He played a prominent role through his chairmanship of the of the Royal Commission into Public Instruction with regard to the introduction of the free and secular primary school education.The portrait of George Higinbotham is of historic significance as the depiction of an important public figure in 19th Century Victoria. Memorabilia - Honour Board, North Wangaratta State School, c1920
North Wangaratta State School 2391 was opened in May 1881 and closed October 26 1969. Today a plaque commemorates the site of the old school in Eldorado Road North Wangaratta. The Honour Board preserves the names of past students who enlisted to serve their country during the First World War and commemorates those who lost their lives. In 1965 after being stored in a woodshed for two years the Honour Board was put on display at The Eldorado Memorial Hall. The Eldorado Memorial Hall Committee became Trustees of the Honour Board and 1992 approved its transfer to the Vine Hotel Museum for public display. In 1996 at a meeting held on February 7, the Wangaratta North State School No 2391 Memorial Committee moved a motion that all memorabilia pertinent to the Wangaratta North State School be displayed at the Vine Hotel Museum under the guardianship of trustees appointed by the Wangaratta North State School Memorial Committee. In 2005 The North Wangaratta State School Trustees donated the Honour Board along with two photographs of WW1 soldiers to the Wangaratta RSL for safe keeping and display to the public. Students who enlisted include:- Private (Shoeing Smith) John BLAIKIE 2341 who was born at Wangaratta. He was a Blacksmith and at the age of 42 enlisted on May 28 1915. He embarked on August 10 1915 and served with the 14th Battalion. He returned to Australia in January 1918 and discharged medically unfit on April 10 1918. 5692 Private William Thomas BYRNE was born on 21/9/1890 at Docker Plains. He was educated at Docker Plains and Wangaratta State schools. A farmer when he enlisted on 13/10/1914. He trained at Broadmeadows and embarked on Hororata on 17/4/1915. He served with the 3rd Light Horse and 12th and/or 27th ASC - Army Service Corps as a Driver. 5347 Private Cyril BUCKLER, 14th Battalion. A postman from Wangaratta, Victoria, prior to enlistment on 16 February 1916 he embarked from Melbourne aboard HMAT Euripides on 4 April 1916 for Egypt. His unit relocated to the Western Front, France, in June 1916. Pte Buckler was killed in action near Pozieres, France, on 7 August 1916. He has no known grave and he is commemorated on the Villers-Bretonneux Memorial 3451A Private Sydney Spencer PLUM 1st Pioneer Battalion A.I.F, Born January 3rd 1894 at Dockers Plains. He was educated at North Wangaratta and Docker's Plains State School. He was a blacksmith when he enlisted June 12th 1915. He was trained at Flemington Racecourse and embarked on SS "Nestor" October 11th 1915. He fought in battles; Peronne, Cambrai, Somme. Being wounded 3 times. He embarked for home per SS "Orontes"; disembarked January 28th 1919 and he was discharged March 16th 1919. He died on July 25 1958. 483 Private Percy Albert TIPPETT served with the 6th Battalion AIF and was wounded on the 25/4/15 during the initial landing at Gallipoli and later died on 28/4/1915. 1981 Private Francis John VONARX Enlisted at Wangaratta on 15/6/1915 aged 33 years and embarked on 26/8/1915. Served with the 23rd Infantry Battalion and 2nd Machine Gun Battalion. Returned to Australia on 8/4/1919Honour Board listing the 52 names of North Wangaratta State School students who enlisted to serve their country during the First World War and commemorates those who lost their lives. The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball. Frances Rigg was a local business identity in Kew, at one stage managing the local branch of the English, Scottish and Australian (ES&A) Bank at 175 High Street from c. 1920 until the 1940s. After Francis Rigg’s death, the collection of buttons and medallions was inherited by his son, Ken Rigg (1922-2014). The collection was subsequently donated to the Kew Historical Society in 2015 by Francis' grandson, Adrian Rigg, at the time of the Gallipoli & Beyond Commemoration in 2015. The collection covers a period of almost 40 years. The majority of the buttons are patriotic buttons, issued and sold during and immediately after the First World World War (1914-1918) to raise funds for national and overseas causes. The collection also includes a number of locally significant sporting event buttons and sporting club medallions, issued in the 1920s and 1930s.Patriotic and other pressed tin buttons and badges were produced in large numbers in the first decades of the twentieth century. By nature, insubstantial and ephemeral, they have not always survived. The collections of badges, buttons and medallions in the Kew Historical Society collection is homogenous and yet diverse, ranging from buttons sold to raise funds for the war efforts in 1914-18 and 1939-45, to those used at festivals and sporting events. Because of the manufacturing process, many surviving buttons and badges have been affected by inadequate storage, suffering from oxidisation and physical damage. These survivors are now historically and socially significant artefacts, revealing much about the attitudes and values of the period in which they were produced. Their widespread distribution means that they are frequently significant at a local, state, national and international level.A pressed metal fundraising button released in 1919 to support the Royal Women’s and Queen Victoria Hospitals. In June 1919, The Argus reported that a ‘A well attended public meeting was held at the Town Hall yesterday afternoon to complete arrangements for the Button Day on June 27 in aid of the Women’s and the Queen Victoria Hospital. The orthodox version of the origins and history of the Kew Elder(ly) Citizens’ Association was established by Cr. W. D. Vaughan in his book Kew’s Civic Century (1960), when he wrote that: "When Mrs. C. H. Simpson was Mayoress in 1952 she set up the Elderly Citizens’ Association to care for the needs of ages persons in Kew. The idea was strongly supported and a start was made by providing social afternoons for elderly folk at Southesk. Visiting sick people in their homes, providing firewood where needed, and other activities were undertaken by the Association. The aid of Council was sought to further the work. It was decided that a social unit for elderly folk be established at Southesk." (p.126-7). In the following pages, he describes in detail Council’s role in formally establishing the Association. This ‘official’ version was reasserted in the later Thematic Environmental History of the City of Boroondara (2012). However the origins and gestation of community of organisations is rarely straightforward. In 1965, five years after Vaughan’s book was published, the author of East Kew Women’s Club : Twenty Years : 20-7-1945-30-7-1965, writing about the period July 1947 to July 1950, described the role the Club played in establishing the Kew Elder Citizens Association. The author wrote: "At a meeting of the Kew Community Aid, the plight of many elderly people in Kew who were dependent on pensions was raised and in order to ascertain their needs the practice was begun of serving morning tea at the Masonic Hall in Walpole Street, where pensions were then paid. From this beginning the Kew Elder Citizens Association was formed in Kew with wide support, and Club members gave willing support on the committee, in helping serve afternoon tea and in entertainment." (p.4) Photographic evidence also leads to questions about Vaughan’s version of events. A framed photograph in the Society’s Collection shows a Public Meeting to form the Kew Elder Citizens Association in a room at Southesk a year earlier in 1951.
